日本では0を使いますが、アメリカでは0を使わないです。
In Japan we use 0, but in U.S. we don't use 0.

日本(一例) → アメリカ
Japan(One example) → U.S.

In Japan, we use both of 12 hours clock and 24 hours clock. When we use 12 hours clock in Japan, We use both of 0 and 12 in speaking. Midnight is 0am. Noon is 12pm. After 12:59 pm is 1pm. But this is one example. Law and TV have original difference rules.
