In this sentence the speaker is describing (形容 する) “Japan”.
Japan is a noun (名詞 ). So, XXXXX MUST be an adjective (形容詞)!

“safety” is most often a noun (名詞)✨🎓✨

“safe” is most often an adjective (形容詞)✨🎓✨

Therefore, the natural form of this sentence is:

Japan is a safe country. ✨✅✨



Of course “safe” can be a noun, but it means 金庫 🔒🏦🔒
