Look at - physically moving

eyes or head to see something
"Turn around and look at me."

See - To understand something, to know it
"I looked at the tree and saw the owl." (I now *know* where the owl is)

Watch - To look at something continuously, especially something that moves or changes
"I'm watching the cars go by on my street."

To watch a movie: We look at the TV to watch a movie. After we finish the movie, we say, "I have seen that movie."
