Until Edo era(-1868), there was a strict class system and it's regarded as taboo to make eye contact when they talk with others.
Especially the world of 武士(ぶし/saurai), they thought it's rude even to look others' face.
If you've watched 時代劇(じだいげき/samurai drama), you might hear the lord says "面を上げい(おもてをあげい)" which means "raise up your face". As you can see, they finally raise their face after lords' permission. Until getting the permission, they must have kept 土下座(kneel on the ground).🙇‍♂️🙇‍♂️🙇‍♂️

Like this, the reason why Japanese hesitate to make eye contact may be kinda relics of a departed era.

By the way, we still do 土下座 nowadays to show their apology or sincerity. But unfortunately, we sometimes regard it as just a performance rather than his sincerity.

    It was a cultural shock for me, I was talking to my co-worker and she wasn’t looking into my eyes, so I thought she is not interested for work. But later I realised its normal

    This is so interesting! Thank you for sharing this aspect of Japanese culture. This is something I think is especially important, because eye contact is considered polite in my own culture. I didn't know about the kneeling!
